Prefix Tooltip Fixes & Improvements

This mod fixes some prefix tooltip math and gives some extra info of the prefixes

should support different languages

What it currently does:

- Fixes speed stat math
vanilla speed stat in tooltip is the percentage from item use time to 0
example: 20 use time that goes to 5 use time after prefix
shows up as +75% use speed
even though it is technically attacking 4x faster

new speed stat is the actual percentage
example 20 use time -> 5 use time after prefix
shows up as +300% use speed

- Shows the the exact amount of damage that the prefix gives
- Shows the the exact amount of mana cost that the prefix gives
