历史信息介绍Introduction to R&D History：
东风8B型交流电传动内燃机车，编号DF8BJ(J=交流电传动)，由资阳机车厂于2001年制成的一台大功率重载牵引内燃机车，该车装备了一台4200KW的16V280ZJG型内燃机。该机车诞生于九十年代末(指的是设计立项)，当时许多授权的外国专利技术已经实现了国产化。1998年时任铁道部部长的 傅志寰 先生提出决定在第九个五年计划期间加强自主技术开发研究，并提议在10年左右的时间完成交流电传动技术的普及；在此期间中国多个机车制造公司投入大量资金引进国外技术尝试反向研究，并取得了一定的成就，但仍然受到关键技术专利的掣肘。正当铁路研究发展的方向逐渐放弃短视的'造不如买'的潮流，好景不长，因'造不如买'的思潮仍然根深蒂固，虽然授权的技术专利国产化，但想要试图完全自主化仍然需要大量投入，在市场经济条件下这不符合每一个具体资本家集团的利益。而更不巧的是，在几年后 刘志军 担任了铁道部长，他一反前任具有远见的决定，又将沉渣泛起，主张不能像之前一样慢慢的爬行进步，而要大力进口外国技术，乃至于直接购买成品，这使得原本艰难的在市场化下苟延残喘的各大机车厂公司造成了大量损失，投入的研发被一并否决，最终使得铁路科技发展再次失去近十年。而他的这一行为最后也因为触及到了统治阶级的核心利益于2011年被调查，最终因腐败于2013年被判死缓，2015改无期徒刑。而关于东风8BJ这一台机车也因为这一次大变故，和这一时期自主研发的许多机车一样，因为错过了它们展示实力的时代，几乎再没被提及。

This caused significant losses to major locomotive companies that were struggling to survive under marketization, and their investment in research and development was rejected, ultimately leading to the loss of nearly a decade in railway technology development. And his behavior was ultimately investigated in 2011 for touching on the core interests of the ruling class. He was sentenced to death with a reprieve in 2013 for corruption and changed to life imprisonment in 2015. And regarding the Dongfeng 8BJ locomotive, due to this major upheaval, like many independently developed locomotives during this period, it was almost never mentioned again because it missed the era of showcasing its strength.
