But I don't think it's necessary - if you want to start with no research at all, use the VE Tribals tribal start (you can modify it to suit your needs as well, as all others). It will let you start with no research and the tribal gathering mechanic to slowly build it up.
This mod is not really necessary if you want to play with VE Tribals and do their research. It is necessary if you don't use VE Tribal start, but don't want to start with other research beyond that.

Now I do not know if this is some kind of mod conflict, which I doubt.
This is most likely a different scenario problem.
I tried all the classic scenarios, "Crashlanded" - "Lost Tribe" - "The Rich Explorer" - "Naked Brutality" and the only one with pre-researched technologies was "The Rich Explorer"
As for a fix, I doubt I can do something about it, as my coding skills are horrible.
