Configurable Prison Breaks

Description
Allows prison breaks to be disabled completely or configured based on mental break threshold.
Default option disables prison breaks when a pawn is happy (no mental break risk)

This mod works fine if you use RimPy, but I don't think it works for the default mod loader

@MatrixVirus where is it in your load order? If it's towards the bottom and still having issues, then it could be the mod. Check to see if it's a conflict with another mod. I'm about to download this mod and see if it works for myself
