Current and Maximum MC per nation

This mod gives a quick overview of what Mission Control capabilities any nation has, and the number is color-coded to represent the potential for further expansion. The tooltip appears in the nations tab and in the nation summary info panel, either when hovering over the total number of MC points, or when hovering over the priority tooltip summary.

The colors represent:
- green: 0-50%
- yellow: 50-75%
- orange: 75-100%
- red: over 100%

Unity Mod Manager[www.nexusmods.com] is required for this mod to work.

Built and tested on Terra Invicta 0.4.19. Verified on 0.4.41.

This mod applies Postfix patches that append a string the following methods:
- PriorityListItemController.priorityTipStr
- NationInfoController.BuildMissionControlTooltip
