Deep Water is Passable (and bridgeable)

Description
Makes deep water passable with a heavy path cost, and also makes it bridgeable.

This is a simple patch to make deep water passable and bridgeable. As it modifies the terrain itself, any mod that adds bridges should be compatible with this one. Happy building!

Please report any bugs, but note that as I don't actively mod, I may not be able to address them all.
