@benpope: how much of a speed up do you think is necessary? I agree that tile improvement build times seems a bit slow. But I'd be hesitant to speed it up by more than 15%.
For unmodded builds of 23, 15, and 11 turns, a 15% reduction would (all other factors held constant) reduce those completion times to: 20, 13. and 9.57 turns (not sure how the game handles rounding, but that would probably show up as "10" turns).
@unclass.email: I typed up a long response to your question(s) about modding the game, and at that point realized that these discussion threads are restricted to 1000 characters. So I created a little "First Steps to Civ V Modding" guide instead!
Techs do seem to pass a bit too quickly; on King difficulty, I've noticed the AI start to enter Classical at around 1300 BC, which is probably a bit too early. However, I also tend to play on custom built maps with really resource dense starts so that may not generalize to all map types.
