[BNW] Agla's Croatia-Slavonia

Description
Adds the Kingdom of Croatia-Slavonia to the game.

Trait: Nagodba The active first Declaration of Friendship (having one DoF active) boosts the Capitals border expansion rate by 25%. While the active first Defensive Pact (having one DP active) adds +1 Production to each Specialist in every city.

Unique Unit: Royal Home Guard - Unique Rifleman. Spawns for free in every city at the outbreak of a war. Ignores Zones of Control in combat.

Unique Building: Illyrian Reading Room - Replacing the Public School. Instead of adding science for every second citizen, gets a second specialist and free Great Work of Literature Slot. When both specialists are working, their science yield is added equally as culture.

Perhaps restricting to the first so many cities you founded would solve it, or when trained for the first time a city their production cost is low enough to produce in a single turn

About the UU, perhaps you may add a limit of how many you can get for free... first, if you have a good number of cities, lets say ten, ten riflemen would be already be more than you need. But then, you can have several leaders declare war onto you on very short notice, and this would multiply the number of riflemen by an absurd number. And while as a human player you can delete the ones you not need, the ai will not, and not only will not know what to do with an absurd numbers of riflemen, but also can very likely go bankrupt. Also, in the cases where you have a truly big number of cities, I fear the spawing at the same time of so many units might cause a crash.
