Ducal Cultural Succession

Description
Allows the decision "Adopt Special Succession Type" to Dukes, not just Kings and Emporers.

Historically, these special successions were used in the petty kingdoms that preceded the combined kingdoms. Those petty kingdoms are all duchy-level titles in the game. As such, I made it possible to use the decisions to adopt them available to Dukes as well.

Of course...as a fan of game rules, you could also gate it within a game rule that it can either be all duchys or just independent duchys (Historical) dependent on play style.

I like this idea. As you say historically, this was limited to the Petty Kingdoms, wouldn't it be better to code the decision as an OR for kingdom title OR duchy title AND independent_ruler ... this way they can't change succession while part of a kingdom?
