Finding your old configs
On the drive Windows is installed on, browse to Users\<your user folder>\AppData\LocalLow\id Software\quakelive\home\baseq3 for Windows 7/8, or for XP users go Documents and Settings\<your user folder>\AppDataLocalLow\id Software\quakelive\home\baseq3 - you may have to enable showing "Hidden files and folders" from Folder Options in the control panel.

The files you'll want to copy are all the files ending in ".cfg", qzconfig.cfg, repconfig.cfg will contain your old settings if you didn't make any custom .cfg files yourself and any settings not specified in custom configs if you made them, so make sure to copy these two along with your custom .cfg files.
Moving them to your Quake Live on Steam
Once you've found the files, simply copy and paste them to your Steam\steamapps\common\Quake Live\<your steamID64>\baseq3

Your steamID64 folder is the one that's lots of numbers, if multiple people use Steam to play Quake on your PC you can check which folder is yours at a site like http://steamidfinder.com or http://steamrep.com/ by inputting your profile URL.

If there is no folder with your steamID64 as the name, make sure you've run Quake Live: Steam Edition while logged in to your Steam account as it isn't created on installation.

Not every command is directly transferred to the Steam version of Quake Live from the old stand-alone version of Quake Live.
This might give some trouble in some cases.

Also, be very sure to have set Steam Cloud OFF
It seriously fucks up any modifications to configurations as it keeps calling up that one instead the config on your PC.

autoexec.cfg and place it where your config file is. QL will load this config at first. Use in this config your controls, binds and settings and all will be fine.

There clearly is a configuration file, if you take a look at the above link.
