Declutter: City - Riften

Description
A rather aggressive "remover" for Riften city, both in and out. Gets rid outside objects:

* food-stuffs & food barrels
* unusable barrels and crates
* misc rock clusters
* small boats (and splashing sounds)
* mist over the canals
* decorative plants (but not ingredient plants)
* chimneys & chimney smoke

The changes impact both inside the city, around the outer walls (eg: the fishing docks outside the city), and the road leading to the city. Basically, trying to cut down on graphical impact around the busiest places.

Instead of removing a few objects globally (like some of the other remover / declutter mods), this one purges individual references in Riften.

Riften doesn't get attacked during the Civil War, but there's a ton of legacy Civil War references in it. It's hard to tell which are used in the game, and which aren't. I tried purging some, and then Riften court went bonkers when an Imperial officer spawned with the Stormcloak officer, and the whole court went hostile to Maven Black-Briar. So, I decided not to fiddle with any of it. All of the CW stuff is deactivated, so hopefully it's not running scripts or things that cut into overhead processing anyways.

I won't lie, Riften looks pretty barren when using this. But, cutting out the objects helps save gfx memory and processing, hopefully boosting FPS.
