What kind of repley can you make them give back to you, if you want to use them for intel..

its a composition...you subscribe it and access it via eden. With SOG Prairie fire loaded you simple spawn as many of the composition you like.
Google how to use Arma 3 compositions and how to use them if your not sure.

yea dynamic i was wondering if this is used in DRO cuz you can talk to the informants and stuff like that and i was wondering with this if i can just take my squad into a village like that and ask around just like the video? or do i have to set this up in editor? dunno but i like the idea of this, makes it more immersive

This one in particular can only be used with SOG cDLC as it call the voice lines from that DLC. In practise it can be used anywhere but if there are no voice line to replace the ones the SOG DLC provides...then you will need to add ones.

If you dont know how to do that kinda scripting then no.
