As long as the aspect ratio of your wallpaper meets a specific range. But I am not sure about the values of this specific range. So you need to try cutting the wallpaper to make it fit the aspect ratio.

idk, are other wallpapers also stationary?

I love it but I have problems transferring it to the cell phone (on the cell phone the background stays static)
