since there is already a citizenship law under the reactionary ideology and you're adding another one with your new ideology, wouldn't the ideology incompatibility (in government) penalty stack to apply twice?

I'd like to point out you really should rename the "1848.txt" file, since right now it just deletes most of the events in that file. I noticed this because a lot of the law enactment events weren't firing, and renaming the file seemed to fix it.

It CAN regress! If PB now wants Ethnostate because ethno-nationalist took over then their preference has priority, and at that point only primary cultures can join PB. And if the laws were roll back the new ideologies will be removed!

I like this as I feel like it can adapt to new dynamics that would emerge, but I don't like that it can't regress; I feel like if the PB become headed by a fascist or ethno-nationalist that the group should be able to re-discriminate against people as the eventual end goal of ethnic discrimination is to create the most exclusive in-group. For example, an American Fascist under Cultural Exclusion may push for racial segregation, but as soon as racial segregation is enacted, it suddenly isn't enough to satisfy them and the party wants to push for National Supremacy/Ethnostate as the franchise has been limited; I alos don't think the change should happen immediately; it should take time for the PB class to change.
