Legendary Gathering: Raise relations with Peddler until he offers you the chance to buy Legendary tools. Once you buy 5 of a particular tool the Peddler will give you the recipe for it. Total cost to learn all recipes is 62.5k.

Bonus: Stealing

Books and recipes in an NPC's inventory can be traded for or stolen. Many have their backs to a wall but you can lure them by stealthing just outside of their view.

In Buddah Temple in the cage in the top floor there's a recipe on the ground. A recipe for a legendary spear called Origin. In the Yuan Army camp main tent in a bookcase in the top left corner of the tent there's a recipe but I can't remember what it makes.

if you want to get top-quality (legendary) tools, you need to be (i think) 80+ relationship with "peddler" in Nameless Village, then he tell you that he can sell you top-quality tools if you have expert level in any skill in gathering category after that if you bought 5 times of the same tool he gives you a recipe for that tool.
