in your specific example, the book that would be created as a Confederate ruler would be "on confederate warfare". because it's dynamically created, it will check specifically for the Confederate government type rather than the Feudal one. "on feudal warfare" would be inactive for Confederate/Imperial rulers.
Do the new goverment types count as existing one for events, decisions and other mods?
For example, if you create the "on feudal warfare" book, do you still get to use it with imperial and confederate governments?
