Additional Diplomacy - Suzerainty

Description
Allows you to become Suzerain of a City-State if you have enough Influence (more than whichever is greater, 90 or the amount of Influence of the Civ with second highest amount of Influence +30) and have been Allies long enough (10+ Turns). Once you're Suzerain, you can Levy the City-State's military Units by paying Gold.

Shoutout to Sukritact's amazing Suzerainty mod[civilization-v-customisation.fandom.com] which is quite a bit more elaborate, focuses on individual bonuses rather than Army Levying, but also requires the Community Patch, which is why I made my own albeit simpler mod that doesn't require the CP and therefore doesn't include the CP's sweeping changes.

Not compatible with Envoys or Civ 6 CS Types. Use the All-In-One mod if you want to use them together.

iirc I fixed this in Il Principe, you can compare the files to see what was changed.

The tooltip of how much the army levy will cost is incorrect or not charging me enough. Cost around 800, my coffers barely change.
