While I do prefer that it's part of a collection, I'm happy if you have issues with that that result in it needing to be part of a modpack. Thank you for the ask.

A cautious storekeeper (or official giving rations in an rp server) might ask for the cards first to check them before handing over the paid for goods.
@aluthewox: The cards don't spawn, no. The magazine, however, should spawn in the world (in crates of magazines, magazine racks, bookstore magazine shelves and office desks).
