United We Stand Divided We Fall (Empire Only)

This mod sets empire factions to have *HIGH* positive relations with each other. The goal is to get empire factions to unite and not war with each other. This does not force confederate, only increases relations and the AI will doot doot however it pleases (diplomacy and etc)

This is intended to be used with no human empire player(s). If a human player is an empire faction they will be able to treaty other empire factions out the wazoo

The AI seem to split between 2-3 party 'lines', depending on who is at war or allied with the Empire Recessionist minor faction

REASON FOR THE SEASON:
The empire is surrounded by baddies that want to nom nom or burninate the countryside. Infighting weakens these already disfavored factions.

Most effective when used with a new campaign (sets starting relations high), added after the start will just adjust the relationship modifiers for them.
