Description
AI now have 100% upkeep reduction in all the difficult settings

9/14 thur.
I changed the 100% ration of the upkeep reduction to 150% to make sure that any uint of ai faction should be zero now in all the difficult settings

I haven't tried it with sfo loaded, since sfo had changed a lot of basic settings,it may not be sfo compatible
