@CTH2004, they are referring to the Geneva Convention, which was when laws were established for humanitarian standards, and referring to it as a checklist, meaning the goal is instead of not to break the laws, instead to break all of them. This would include things like barbed knives and flamethrowers.

@okoyum, Yup! Give your prisoners all the comforts of hopme, and tourture your colonists! Or, just play as normal, and no longer deal with mental breaks!
