No More buildable towers in battle

Description
This mod makes all towers in Siege and settlement battles cost 9999 supplies, should stop the AI from building any but there is still a possibility if the battle goes on to long.
I just made this because i find the towers to be mostly annoying but i do like the idea of the barricades.
