HPP-RICE Compatibility Patch [1.11 update]

Description

This is a compatibility patch for CK3 Human Phenotype Project and RICE. It does, however, require EPE, as well.

@Brado, it doesn’t make use of that patch. Just omit that one and use the ones here.

How does this load order work with RICE+EPE patch? Doesn't seem like it would fit: https://steamcommunity.com/sharedfiles/filedetails/?id=2553043828

I haven’t checked it for EPE specifically, but it should. But you’ll still need the HPP-EPE comp patch.
