Economy adjustments for Conquest

Description
Increased starting money for the intent of coop
Decreased pop of infantry and most support weapons.
I will be taking feedback but for the most part this is intended for my friends and myself.

No it decreases the amount of CP an infantry squad takes, so it increases how much infantry you can take, and the AI as well.

So does this decrease the force sizes, or just % of infantry in each army?
