Primo Victoria: Passable Rivers is a submod for Primo Victoria. This means you need to have both mods enabled.
This submod enables you to walk over the normally impassable rivers, albeit at a much reduced movement speed.
This submod takes LONG to load. This is normal. Don't close the game, unless the game whites out/loses focus.
