Requiring magical binding for single potion is too much. Ideal solution would be to add plant that has fruits that when eaten regen a bit of mana and extracting them creates mana potion. It also could use special type of bottle-like container instead of default bottle.
Magical items could require gold ingots to create. Those could be obtained from melting treasures.
Elemental glass bottle could require normal/aberrant wisp in bottle as ingredient.
