fix the K4G WW2 MOD continuous permanent enemy event

This MOD fixed the K4GWW2MOD faction's persistent permanent enemy event for the player faction added by mods so that it is no longer permanent enemy Thanks for the code provided by @asvc

我很讨厌加了二战后使用别的MOD的剧本作为开局时会变成大清一样被八国联军拷打，所以就连夜搞了个补丁
