Are you using a beta version of the game?
I could experience the CTD when starting a new have on this and some other custom maps on the current 0.9.0.16 beta, but it works fine in the official 0.9.0.15 version... Not sure what the problem is, I'll report it to the game developers.
If you want to continue on 0.9.0.16, I was able to get it to work around it by starting or loading a game in another map, and then go back to main menu and start a game on this map.
Sounds nice, but I'm not familiar with Mount and Blade, and won't be doing a map of it
I actually wanted to make it myself, but creating maps on my own is not my thing.
But yes, if you play until 2100 and with 1M population you might need to raise the sea to get more land area...
