Description
Adds Ruinifier, a decision activated when you've sieged a province down during a war with its owner. It will demolish the holdings and create a ruin.
Adds Colonize title decision that is usable on a ruined county, granting control to you in exchange for 1000 gold. With Reaper dlc it sets the province to the lowest province value.
