I've had the issue that Brawler had too, where the different life stages don't appear to have a consistent amount of growth, but that was last year.
I popped a baby into a vat with a single Neuro stimulatior and once Cognition dev engine next to it, and when the training went to 100% , baby got 20 Melee skill and then at the next , 20 social. Just subbed today, so probably the bug still exists.
