Chayvo Lighthouse

Description
This lighthouse is inspired by the Chayvo Lighthouse built in the late 1960ies in east USSR, Chayvo.

It is working as an decoration ingame, the lighthouse with the big mosaic provides loyalty for the workers.

The lighthouse increase loyalty by 3.2% within an 110m radius

I will fix it. I have checked it now, it just works when workers live near the building so they can walk to it. But I will try to fix it that workers will also be delivered.

I was trying to build this.
All my CO's recognized the building.
Concrete was delivered.
No personell been delivered.
I was waiting a few in game months but nothing happened.
I autobuilt then.

I don't doubt the effectiveness of my CO's since everything around the lighthouse been built properly.

Can you please check?
