Safe Faction Temps

Description
Changes the allowed arrival range of both friendly and enemy factions from -40C to 45C to -65C to 70C. This is mainly to prevent later game raids on extreme map biomes from being 95% mechanoids.

Allow raids on cold/hot tiles - which it doesn't. This is some low quality trolling, dude.

Are you outright illiterate? Default is -100 to +200. -65 is 30 less than the ambient temperature of a cold map tile and 70C is like 50 less than max heat.

Can you edit the options to -120c? I recall having to do this manually faction per faction but if I could just change the -65c to -120c that'd be great!
