Yes it's intentionally, it's a method to prevent realm divide until you capture Kyoto

e: I found some of record have 0 effect unlike what original game did, all prestige_region_value have been zeroed, could this be the problem?

uh, after some actual gameplay on legendary, I found a weird thing. The prestige didn't move at all, and I thought it's because the old version of Expanded Japan, but I checked the pack with rpfm, it doesn't touch campaign_variables like your pack did. Is it intentional that you slow down the prestige or....?
