Mexico Mod

This is intended to be a general flavour mod for Mexico, still in beginning stages. So far I've added a bit of flavour to the Mexican Empire:

2022/10/28 Release:
-When you become a monarchy, your monarchs are called Emperors not kings.
-Added a series of mutually exclusive decisions in regards to who you want to install as Emperor.

2022/11/01 Update:
-Added new flags for Council Republic Mexico and Anarchist Commune Mexico. Credit to @AlexDarkar117 for the Council Republic Mexico flag.
-All variants of Monarchy Mexico will now use the flag that was previously reserved for Absolute Monarchy Mexico (the historical Second Empire flag).

2022/11/08 Update:
-Added 57 character templates from all IGs, several of them are commanders too. Full list in the Discussions thread.

2023/11/28 Update:
-Nothing new. Just removed the wrong version warning.
