Description
I have changed the random rolling aspect of rolling new councilors to ensure that the maximum roll is always achieved. In other words, councilors appear with stats that are the max available by the developers as initially intended.

Note that this affects all councilors created into the game, including for the AI factions. Note that the template is drawn upon by the game when creating a councilor; enabling this mod will not affect the councilors in a save game, but will affect new ones added.


THAT was a really awful description.
Here's another one:

For all the councilors, the game attributes a fixed value for each statistics and then a random amount is added. For example a class could get a fixed 2 PER plus 0-4 PER, for a range of 2-6.

Since all statistics have this randomness, plus there is randomness in the country of origin, age, traits, and so on, the councilors are REALLY random at the start.

What this mod does is give all councilors max rolls. Not all councilors will have identical stats because many traits changes stats as well.

This mod evens out a bit of the randomness at the game start, and makes the earliest part of the game slightly quicker.

Note that it affects all new councilors generated into a game. That means if you add it and load a save, new councilors available to be recruited should be affected once the existing ones disappear (as time goes by they get replaced).

This is also true for the AI councilors, such as if you assassinate them and they replace them.
