High Elves unit upgrade

Hello, this is a simple mode that adds a unique unit upgrade system for high elves like greenskins.
I strongly advise you to play with the excellent "Drink it" mod, it transforms non-unique abilities into passive ones :

I started with a mod in Chinese that I completely redid to finish.

Compatible with almost all mods as long as it does not affect the same mechanics.
