Stackable Dwarf Banner Runes

Allows all banner runes of 'x3' quantities bought with oathgold in the dwarf forge menu to be stackable on a single dwarf lord. The 'Rune of Burning' allows for x4 of the same rune as Thorek starts with this rune.
