Improved Altdorf and Empire Forts Garrisons (including sally out ability)

Description
TLDR: Buffed empire garrisons to reach strength of TW:WH2 level. Empire Forts take no attrition anymore. All garrisons and forts have the Sally out (Ataman from Kislev) ability.

Hey,

The problem:
At release CA forgot to import the garrions for many important Empire citys like Altdorf, Miragliano or the Empire Forts (Helmgart, Fort Bergbres and Fort Sol). -> Patch 2.2: It seems they didn't forget it it, they don't want to add it at all.

My goal:
Fix the garrisons of Altdorf, Miragliano and the Forts without making them op. I tried to reach the same strength they had in Warhammer 2.

How this mod works:
Altdorf, Miragliano and the forts now get the buffs and the units of the garrison building already included. No garrison building is needed nor available in these cities with this mod. Also I changed the unit rosters for all empire cities and garrison buildings (including minor towns and their garrison buildings). For details look at the pictures above.

The Empire Forts take no attrition while under siege. The garrison buildings give supplies now.

Extra: The Übersreik Red Moon Inn should have a waystalker (Kerillian), but it does not work apparently. I tried to fix it but it refuses to work. As compensation I added a company of handgunners.

Compatibility:
Does not work with other mods that change the empire garrisons.
SAVEGAME COMPATIBLE! The new garrisons appear when you hit "end turn" the first time after activating the mod. The units will have to replenish.

@Lasakour there is already a mod that adds the Sally out ability to all factions with the torch defensive building (the one against plagues and under cities). Just search sally out in the workshop.
So I decided to not do my own mod for that.

Sally out is a way to get us a bit closer to the way things worked before Attila, is there any way to make it an ability for every race?
