For anyone else with bad eyesight, the option to enable is right there at the bottom right in the menu^^
Worked like a charm for me so far in 129, and I added it mid-campaign.
The wages are working as intended for me; and after figuring out the trainer a bit, this seems to work perfectly for me as well.
I have not used guards.

One simple question for the slow:
In the description you write "view the garrison from anywhere on the map" - does this just refer to access from all your owned towns and castles, or is there a shortcut to imp. garrison that I am not aware of? :D
