Formation Attack for Order

Wanted to add Formation attack to units in the Order faction lineup that felt was appropriate:
High Elves
Dwarfs
Empire
Dark Elves

I didn't add it to units like flagellants or even something like hammerers because I felt most great weapon infantry wouldn't fight very well trying to keep a cohesive formation. Made an exception for longbeards with great weapons.
