Hurry Up Gandalf! Reinforcement Timer

This significantly reduces the time it takes for reinforcements to show up in battle. I didn't like how long it took for your second army to show up but also don't want it completely removed as it does present some tactical scenarios like getting the upper hand on a weaker force before their reinforcements show up and vise versa.

It's also great for co-op so your friends aren't waiting so long to be given units.
