You need the Gathering Storm Expansion, Australia DLC and Project Rush: Stirring.

Mozzie - Pest Launcher:
Can't Produce or Purchase scout units, but can capture scout units from Barbarian or other Civilization (whether at war with it or not) with the unique unit "Pest".
Scout units gain Double Experience, +2 Sight Range, and give -7 Combat Strength to enemy units within 3 tiles (not stacked).

Pest:
Australian unique unit when Mozzie is their leader.
Can hack into Scout Unit from Barbarian or other Civilization (whether at war with it or not) within 2 tiles, and convert it to your own unit.
After successfully hacking a Scout Unit, you can obtain the Science double to the Production required by the unit (on standard speed).
If the scout unit is a Unique Unit of another civilization, the obtained of Science is doubled again.
If the Scout Unit is on their own territory, it won't be Captured.
After use, the Pest will disappear.
