You may be right. That is why I called it a probable bug :)
The reason I think it is a bug is because the Ikko have no metsuke to protect their monks from enemy ninja. If the Ikko monks cannot move as far as other religious agents, then they have very little chance of surviving against enemy ninja.
I can think of no logical reason why they should not be able to move the same distance as the standard Buddhist monk. They are the same nationality, born and bred in the same climate and follow essentially the same religion.
