Campaign Interface Performance Patch

Description
This mod is a rendition of the UI Performance Patch mod for Warhammer 3 by Spartan VI who based it on the findings of HuntingDog on the Total War forums. It is supposed to mitigate any stuttering and FPS drops on the campaign map especially when selecting armies, settlements, fleets and agents.

No more a test since it clearly works for a lot of people.

I had two testers playtest this mod and their results were quite the opposites:
- The first tester found that the mod improved their average FPS and reduced the severity of their FPS drops when selecting entities on the campaign. Their game, installed on an SSD, was running on a GTX 1050 4GB, an Intel i5-[something]U and 8GB RAM and their graphical settings were set to medium.
- The second tester found that the mod decreased their average FPS and increased the severity of their FPS drops when selecting entities on the campaign. Their game, installed on an HDD, was running on an Nvidia Quadro P4000, an Intel i7-7800X and 64GB RAM and their graphical settings were set to high/er.

Anyway, I'm making this mod public so I can gather feedback from people and see if I can figure out a pattern. Please comment below with your findings if you're going to try this mod out. Thanks!

Compatibility
Campaign Interface Performance Patch is [save game] compatible with all mods as it doesn't modify DB files. Ensure that it sits at the very bottom of your load order so the rest of your mods can overwrite it.

I went from 60 to 80-90 on the campaign map and managed to remove the stutters by reducing cpu cores in task manager. Open it up once in game and go to details -> right click the game and reduce cpu cores to 8

@Svetabily, when creating this mod, I have already applied the same methodology to battles and found no such redundancies. So in my experience, this approach will not do anything to improve battle performance.

FYI CA did not fix this issue in the new R2 patch, so the mod is still necessary to address it.
