It works, I'd check your body mods first. I think Nals Apparel Paper Pattern for Compatible Body 2 was causing issues for me because the indexes for body selection and texture were off.
If you have character Editor, you can try adding and equipping the items first on your pawns and switch between the bodies.
In my case, I couldn't add the item until I switched to default Female form first (otherwise it complains about missing textures).
Then the outfit became visible when I switched to femaleBB.
You can't see the texture of the costume, probably because I didn't make the texture of the costume for the whole body.

Yeah, I looked a bit more on the workshop; the other stuff seem to have some mod conflicts here and there.
My main interests are getting Type 95/97 (Daiyan/Jiangyu), g36 (Ressi) and Vector (Vivi) added.
