1) They can be found at:
C:\Users\user_name\AppData\Local\SW3\Saved

3) Disable Steam Cloud sync!

So you played the game and probably missed few orbs and now thinking "oh, I have to replay it for the achievement!". Nah-ah!

Simply change the saves, continue, apply last upgrades to the character and his katana:

Thank you for my last achievement, it works fine with just .sav (with .vdf folder it doesn't work)

Well, sorry guys, I don't know workaround. Can only suggest checking out videos where all upgrade orbs are and follow them.

Can confirm this doesn't work for gamepass pc version. None of these files are in the Saved folder to replace. Manually create folders as "SW3\Saved\SaveGames" does not work either

Oh, I didn't know that.
Right... try these steps:
1) make sure folders inside AppData set to visible
2) ... manually create folders as "SW3\Saved\SaveGames"

I needed for the same achievement purpose. Trophies are the same.
