like instead of returning territory you have the option of creating puppet state

@HeadBasher666 It gives you the option to allow the collaboration government to be a puppet if you want. Initially you control the country, just with higher compliance.

i thought collaboration gov were like preinstalled puppets so when you invade that country they receive all the cored land taken but are still puppets
