In any case, thank you! Steam has been weird about keeping this mod under wraps, for whatever reason.
You can find a list of all the Workers & Resources: Soviet Republic mods you've subscribed to within your Steam installation directory (by default, "C:\Program Files\Steam\steamapps\workshop\content\784150"). The poster building's mod ID is 2630876199, and the mod IDs for the posters themselves are as follows:
2631778872: Set A, Large Posters 1
2631804793: Set B, Large Posters 2
2631805712: Set C, Medium Posters 1
2631807199: Set D, Medium Posters 2
2631807333: Set E, Small Posters 1
2632882671: Set F, Small Posters 2
I recommend creating your poster in an image editor like Photoshop, and keeping a copy of the poster in the editor's native format (such as PSD for Photoshop). The large posters have a width to height ratio of 2:3, the medium posters have a ratio of 3:2, and the small posters have a ratio of 13:10.
When you're ready, export the image as a DDS file with DXT1 compression, and including mipmaps; then copy the exported file to one of the poster set directories, overwriting the existing poster.
If you don't use Photoshop, the GIMP is a free program that has native support for DDS files.

Make sure that you are subscribed to all poster sets. Due to limitations of Steam, the billboard building is in one mod (listed on this page), and the posters themselves are in separate mods.
