Servers can force you to download mods to join in Arma. And you can turn off downloading all content in CS.
There is no "would be nice" about it. Source engine's content delivery system is better than Arma's. CS servers can't harm your PC or install stuff that corrupts your game, yet in Arma people can join with hacks if mods are not locked. You can clearly see which one is more abusable.
Sure, it would be nice but it could also be abused.
