Naturalist and other Units AI Fix

Description
Fixes to Naturalists, Mounties, Toa, Nau and Other Units ai, AI Now makes National Parks and other improvements such as Pa's and Feitoria. this was bugged before and will now create bit more of a challenge to your games.

Keep in mind the ai is still the AI results will never be consistent, one game you may have a few National parks another might have none.

This mod has some unlisted DLC requirement. I only have GS and R+F, and tested this mod by itself and it throws errors in the log and crashes.

Specifically:

[1724041.695] [Gameplay] ERROR: Invalid Reference on UnitAiInfos.UnitType - "UNIT_PORTUGUESE_NAU" does not exist in Units

From googling it looks like this "Nau" is a boat from the Portugal Pack.

@SilverFG please list the Portugal Pack as a REQUIREMENT for this mod please, so people like me, @alex, @killerot1066 and others don't spend literally hours trying to figure out why our games keep crashing.

Uni has been killing me, hopefully i find motivation to come back to my mods and fix them all but it's been fairly hard due to working on code for uni to have motivation to code out of uni work.

This works fine with RS, the Naturalists have already been changed in RS but the rest just add onto the existing AI changes to their respective units.

I tested the mod alone and with the modpack both ways when I try to host a multiplayer session I get an error when loading mod
